As a part of temporary measures amid Covid-19, the Immigration, Refugee, Citizenship Canada (IRCC) has exempted those permanent residence applicants from giving biometrics who have already provided their biometrics within past 10 years.
For such applicant, their fingerprints and photographs will be considered valid and they don’t need to give them again.
This decision came as an extension to the announcement made earlier where the deadlines were extended in case of any delay in biometric submission due to service disruption caused by Covid-19.
Additionally, the applicant are not required to pay the biometric fee while submitting their applications, even if the system asks them to pay the fee.
In case, any applicant has already paid the fee, the IRCC will refund automatically once the application finalizes.
As per the IRCC, the new temporary policy is operational since September 22, 2020 and will remain in effect till the biometrics collection resumes in centers in Canada and other countries.

For those PR applicants who have not provided their biometrics within the past 10 years and the biometrics collection site near to their place is closed, the IRCC will automatically extend their submission deadlines.
They don’t need to provide their biometrics until the sites re-start the collection services. This applies to all such applicants, even if their BIL, i.e. biometrics instruction letter states that they have only 30 to 90 days time.
