The province of Manitoba has invited a total of 230 candidates in a draw held on 21st November 2019. The invited candidates were from key streams of the MPNP (Manitoba Provincial Nominee Program), which includes:
Out of the total of 230 Letters to Advice to Apply (LAAs), 185 LAAs were sent to the candidates under the Skilled Worker in Manitoba stream, 16 LAAs were sent to candidates under the Skilled Worker Overseas category and the remaining 29 LAAs were sent to candidates under the International Education Category.
Out of the selected candidates in this draw held on November 21, 20 invites were issued to those who have an Express Entry ID.
With this new invitation round, the total number LAAs issued to International Education and skilled worker Stream candidates so far in the year 2019 has reached up to 7,141.
In this draw, the minimum cut off score for candidates under the Skilled Workers in Manitoba Stream was 504 points and 739 for the candidates under the Skilled Workers Overseas stream.
While, for those candidates who were invited via the Skilled Worker Overseas Stream, there was no minimum cut off announced. Those candidates were invited by the MPNP directly under its Strategic Recruitment Initiative.

The process of issuing invitations for the Skilled Worker in Manitoba and Skilled Worker Overseas categories is based on the candidate s Expression of Interest (EOI) profile.
All the candidates create a profile and are ranked as per their key profile factors out of 1,000. The key factors include education, connections to Manitoba, work experience and proficiency in English or French.
Those candidates who get high scores, then receive an LAA from Manitoba, which qualifies them to apply for a provincial nomination for permanent residence of Canada from Manitoba.
