On 8th September 2020, the Canadian province, Ontario has proposed regulatory amendments.
The amendments are to be done to manage application intake more strategically and increase the labour market responsiveness of Ontario Immigrant Nominee Program.
The Ministry of Labour, Training and Skills Development is going to propose amendments to better respond to regional market needs by introducing an Expression of Interest (EOI) system.
This change to OINP's application process will be applicable to the following OINP streams:
According to the proposed Amendments to Ontario Regulation 422/17 (General) and Ontario Regulation 421/17, under new EOI system, applicant would have to register with the OINP and will be placed with other applicants in a selection pool.
They will be asked to submit personal information and human capital or labour market information that would be used while deciding about issuing Invitation to Apply (ITA).
As per the Ontario's Regulatory Registry, EOI of applicants would be scored on the basis of information they provide. The OINP will then review, award score and issue ITAs to eligible EOI registrants.
All those who will receive an ITA would become eligible to apply for provincial nomination under the OINP streams.
With the implementation of this proposal, Ontario may conduct either a general draw or a targeted draw of eligible EOI registrants, will score prospective applicants on their EOI profile information, publish EOI point allocation on the official website, allocate points to different factors like, education level, language, etc. and issue top scoring applicants under each category an Invitation to Apply.
