In 2019, Provincial nominee programs have surpassed the numbers of draws, which were held by Express Entry system. Yes, Canadian provinces have held approximately 10 times more draws in comparison to Express Entry, offering better and easier opportunities to aspiring candidates.
Though, the Canada Express Entry system is one of the key sources to invite skilled foreign workers, under the Federal Skilled Worker Class, Federal Skilled Trades Class, and Canadian Experience Class programs. Still, the year has recorded more than 160 PNP draws so far, in comparison to only 17 Express Entry draws held in 2019.
For most of the candidates who have scored the lowest points or those who don t have an Express Entry profile, these PNP draws proved extremely helpful in the year 2019.
All the categories linked to the Provincial Nominee Program allow Canadian provinces and territories to nominate eligible candidates for Canadian PR so that they can fulfill the labour market needs of specific areas.
Candidates who have created their Express Entry profile enters into the Express Entry pool. They are ranked as per the score awarded to their profile under the Comprehensive Ranking System, which considers key factors like age, skilled work experience, proficiency in English or French, education, etc. Candidates with the highest rank get an invitation to apply for permanent residence visa of Canada via regular Express Entry draws.
The minimum CRS scores which are required to obtain your ITA has ranged between 438 to 470 in the year 2019.
All the provinces and territories of Canada participate in the PNP and have Enhanced nomination streams. Most of them also hold their own PNP draws with minimum CRS scores.
Other provinces, like Nova Scotia and Saskatchewan, have enhanced nomination streams and doesn t consider a CRS score of any candidate in the selection procedure.
If you are selected via enhanced nomination streams, then you get an ITA for a provincial nomination along with an additional 600 points against your Express Entry profile and an effectively guaranteed to get an ITA for permanent residence of Canada.

Those provinces who have their own base nomination streams select applicants who may not have an Express Entry profile, but possess skills and desired education level.
