The applicants 18 years or above can register their EOI Profile in the system. The profiles submitted in the online portal will get points based on key selection factors, mentioned above.
The QSWP will then invite the selected candidates to apply for Quebec Selection Certificate (CSQ) based on their total point score on the Quebec point assessment grid.
Earlier, Quebec has its application intake based on a first-come, first-served pattern, however, recently, the provincial government has decided to make changes in the existing system. Now the applicants will get ample time to submit their application and the selection process will start, once all applications have been collected.

This new EOI system of the province is quite similar to the federal express entry system, wherein the applicant first needs to create the profile and submit Expression of Interest on the online system and then the concerned authorities check the individual profiles and invite the selected applicants to submit a complete application.
In case, of QSWP, the province will evaluate the submitted profile in the system and subsequently, invite the candidates to apply for Quebec Selection Certificate (CSQ). The applications will be assessed and selected applicants will get the CSQ, which will enable them to apply for Canadian permanent residency directly to IRCC (Immigration Refugees and Citizenship Canada).
